Fiscal year started with maximum ADP implementation
Zarif Mahmud: The current financial year has started with the implementation of the highest annual development program (ADP) in the last three financial years. In the first month of 2023-24 financial year i.e. July, 1.27 percent ADP of the total allocation has been implemented. Which is 0.31 percent more than last fiscal year and 0.13 percent more than 2021-22 fiscal year. Even July of the current financial year is in the fourth position as the first month in the implementation of ADP.
The Planning Commission’s Implementation, Monitoring and Evaluation Department (IMED) released the annual development program progress report for the month of July of the new financial year on August 22. This information is known by reviewing the report.
A review of IMED’s updated data shows that in the last 10 years, more ADPs were implemented than in the first month of the current financial year only in 2014-15, 2019-20 and 2020-21. Apart from this, in the remaining six fiscal years, less ADP was implemented than the current fiscal year. ADP implementation rate was 2.20 percent in 2014-15, 1.84 percent in 2019-20, 1.52 percent in 2020-21.
In the first month of the financial year 2022-23, the implementation of ADP was 0.96 percent. In 2021-22 fiscal year it was 1.14 percent, in 2020-21 fiscal year 1.52 percent, in 2019-20 it was 1.84 percent, in 2018-19 fiscal year zero decimal 54 percent, in 2017-18 fiscal year zero decimal 58 percent, 2015-16 This is zero decimal 71 percent. In addition, in the financial year 2014-15, the maximum 2.20 percent was implemented in the last 10 financial years.
According to the latest information, various ministries and departments have spent Tk 3,489 crores for the implementation of ADP in the first month of the current financial year. In the first month of the financial year 2022-23, the expenditure was Tk 2,455 crores, in the financial year 2021-22 Tk 2,693 crores, in the financial year 2020-21 Tk 3,254 crores and in the financial year 2019-20 the expenditure was Tk 3,951 crores.
In the first month of the current financial year, the local government department is ahead in terms of expenditure. In one month, they spent Tk 1,253.45 crore. The Roads and Highways Department, which is in the next position, spent Tk 571 crore, the Power Department Tk 401 crore and the Ministry of Railways spent Tk 299.66 crore.
However, security services department is at the forefront in implementing ADP. So far, their implementation is 14.20 percent of the total allocation. Parliamentary Affairs Department, which is in the second position, has implemented 5.92 percent, Bangladesh National Parliament Secretariat has implemented 5 percent of ADP. Apart from this, the Ministry of Liberation War has implemented 4.35 percent.
Meanwhile, in the first month, Internal Resources Department, Bangladesh Public Works Commission, Law and Justice Department, Financial Institutions, Ministry of Foreign Affairs, Health Education and Family Welfare Department, Ministry of Religious Affairs, Ministry of Hill Chittagong Affairs, besides less than 1 percent ADP was implemented by the Ministry of Defense, Posts and Telecommunications, Public Administration, Food Ministry, Finance Department, Environment Forest and Climate Affairs Ministry.
The government has approved the ADP of Tk 274,000 crore for the current financial year 2023-24. Against1,392 development projects, this money has been allocated to ADP.
