Changes coming at all levels of administration

Mahfuja Mukul: After the fall of Sheikh Hasina, the Nobel-winning economist Dr. Muhammad Yunus has taken the lead of the country. Advisors to the interim government headed by him have started working. As part of this, reshuffle has started at every level of administration. Because, they think that it will be a problem to run the country with the administration left by Awami League. As a result, some of the officers may be kept as OSD (Officer on Special Duty) besides sending the old ones to less important offices/organizations. However, it is not right to reshuffle or promote in the administration according to public administration expert Md. Feroze Mia.
He said that competent and honest officials working in the administration should be kept in good offices/organizations. It will not be easy to run the administration by removing everyone in droves. Those who are not disputed, who are relatively neutral, should be kept. Some changes must be made in some places. It will not be right to transfer to the bottom of the administration. The former official also thinks that the administration always works according to the will of the government.
The Ministry of Public Administration has already canceled the contractual appointment of Tofazzal Hossain Mia, the Principal Secretary of the former Prime Minister. He was a close confidant of the former Prime Minister. Local Government Department Secretary Abu Hena Morshed Zaman’s name is being heard for the post of Chief Adviser. But there will be no surprise if someone else is appointed at the last minute. The notification for the appointment of the Chief Secretary will be issued within a day or two.
The governor and some deputy governors of Bangladesh Bank have resigned. But the new governor has not been appointed as yet. After the resignation of the state’s chief law officer, Attorney General Amin Uddin. Asaduzzaman has been appointed as Attorney General.
Supreme Court Chief Justice Obaidul Hasan resigned in the face of students’ demands on Saturday. Their resignation letters were sent to the President through the Ministry of Law.
A new IGP has been appointed after the resignation of Bangladesh Inspector General of Police (IGP) Chowdhury Abdullah Al Mamun. RAB also got a new Director General (DG). Dhaka Metropolitan Police (DMP) Commissioner has also received a new face. It is heard that there will be more changes in various police units. In particular, the issue of bringing up the district police superintendents is being considered.
According to sources, reshuffle of secretaries of various ministries and departments will begin within this week. Panic is working among the secretaries about this. Apart from this, initiatives have also been taken to cancel the appointment of the secretaries under contract. Prime Minister’s Principal Secretary Tofazzal Hossain Mia’s contract has been cancelled. Although he is currently in hiding. There are also rumors of cancellation of Mahbub Hossain’s contract.
Meanwhile, it is heard that there is a massive change in the field administration. In particular, the interim government is thinking of removing the Deputy Commissioners (DCs) and District Superintendents of Police (SPs) in a phased manner. Because, apart from the top administration, the officers have become DC-SP due to political considerations in the field administration. Some of them were directly associated with the student organization of Awami League during their student life. The government does not want to trust these officials. Field administration officers play an important role as representatives of the government. So, these posts will be appointed from the government trust. In particular, these posts will be appointed from among the officers who were demoted in the past.
Public universities of the country have also faced resignations. Dhaka University Vice-Chancellor Professor Maqsud Kamal and Hazrat Shahjalal Science and Technology University Vice-Chancellor resigned on Saturday. Some of the vice-chancellors in other universities are also reported to be preparing to resign. As a result, the government will appoint a new vice-chancellor in the university that is without a vice-chancellor. That is, the universities will also run with the new administration.
Officials said that if the interim government is to be fully successful, it will not be advisable to retain the old administration. Because they are beneficiaries of Awami government. They will try to destabilize the interim government. They should be quickly removed and given the responsibility to the previously deprived officials at various times.
