33 private universities run without proper authority

Zarif Mahmud: Seventy-three,out of the country’s 112 private universities have at least one post of the top three posts of VC, Pro-VC and Treasurer vacant. Somewhere 2 posts are vacant in 33 universities. This means that these 33 universities are currently in a guardianless state. In these universities there is no one to sign the student certificates. Besides, the post of treasurer is vacant in 29 universities.
According to the Ministry of Education and the University Grants Commission, the President appoints three posts of VC, Pro-VC and Treasurer to manage the university. If there is no one in this position, a major problem arises in the management of the university. For this reason, even after the Ministry of Education repeatedly urged to fill these vacancies, no initiative is being taken to appoint the highest posts in the respective universities.
It is learned that the members of the Board of Trustees (BOT) are actively trying to appoint the people they prefer to manage in their own way. In doing so, the recruitment process of these posts gets stuck as a result of recommending the names of ineligible persons. Besides, many universities have cases of owner-cum-VC serving year after year.
Meanwhile, the University Grants Commission (UGC) has recently sent the list of universities where any of the three posts are vacant to the Ministry of Education.
According to the latest information of the organization, the number of organizations without one in the top three positions is 73. Of these, 33 universities do not have VCs, 29 universities have vacancies for treasurers. Both posts of VC and Treasurer are vacant in 11 universities.
For years, the owners have been running these posts without appointing anyone. The Ministry of Education is furious.
If you want to know why there are vacancies in so many universities in the top positions, the member of the private university department of UGC, Professor Dr. Biswajit Chanda told that when these posts fall vacant, they are filled. But the authorities of the universities delayed sending the panel of three. And even though the name of the eligible person is missing, the list is asked to be corrected. After that the recruitment process stopped. Due to these reasons, the entire process of panel verification takes some time. Besides, there are various complications including lawsuits in 10 universities. As a result, even if they want to, they can’t suggest names and send them. For these reasons these posts are vacant.
He said that one of the reasons for the delay in those who do not have legal problems is not sending a panel of qualified people. They send a panel of their own. Later it goes back to the university.
How top positions are recruited
According to the Private Universities Act, the three posts of VC, Pro-VC and Treasurer are appointed by the President and University Chancellor. However, the primary work is done by the Ministry of Education. After receiving the proposal of names from the universities (panel of 3 persons) through UGC they send the proposals for appointment to these posts to the government. It goes to the President through the Prime Minister’s office. It is requested to ensure that the age of the persons to be proposed should not exceed 70 years. In addition, the proposal asked to send a brief resume of three people. The President appoints one of those three.
33 universities do not have VC
The VC is the head of all academic and administrative affairs of any university. He is the original signatory on the student’s certificate. But 33 private universities of the country are running without that VC.

5 universities did not get permission
5 private universities have not received the permission to run the educational program even though they have received permission from the government to run the university. These are – Rupayan A. K. M Shamsujjoha University, Shah Makhdoom Management University, Microland University of Science and Technology, Sheikh Hasina University of Science and Technology and Lalon Science and Arts University.
Although they were granted temporary permission to set up a university, the UGC did not allow them to run educational programs. As a result, no one has been appointed as VC-Pro-VC and Treasurer in these universities.
